The House of Commons Public Bill Committee is inviting written submissions from individuals and organisations with expertise, experience, or a special interest in the Product Regulation and Metrology Bill, which is currently under parliamentary consideration. This is an opportunity to contribute to the scrutiny of a bill that aims to modernise UK product safety regulations and metrology standards.

The Product Regulation and Metrology Bill [HL] consists of 15 clauses and one schedule, addressing key issues such as the marketing and use of products in the UK, units of measurement and quantities in which goods are marketed and delegated powers for ministers to update product safety rules and decide whether to recognise EU product requirements.

This framework legislation seeks to enhance consumer protection, support business growth, and ensure regulatory flexibility post-Brexit. If enacted it will provide new enforcement powers to regulators, including market monitoring, product recalls and civil sanctions.

The Public Bill Committee will begin its clause-by-clause examination of the bill on Tuesday 13 May 2025. The committee is expected to report by 5pm on Tuesday 20 May 2025 but submissions will close earlier if deliberations conclude ahead of schedule. Written evidence submissions are encouraged as early as possible to maximise consideration time.

Submissions should be sent via email to scrutiny@parliament.uk. Contributors are advised to focus their input on specific clauses or aspects of the bill relevant to their expertise.
