Product regulation and metrology bill progresses through parliament

The Product Regulation and Metrology Bill, which aims to reshape how products are marketed and regulated in the UK, is moving through Parliament and the report stage is scheduled for 4 June 2025.

The bill grants new powers to government ministers to set and update rules on product safety and metrology, the legal framework governing the units of measurement and quantities in which goods are sold.

The bill addresses two key areas – the marketing and use of products within the UK and the units and quantities used in trade. It provides ministers with delegated powers to develop detailed regulations at a later stage, ensuring the framework remains adaptable to future needs. 

The bill will enable the UK to decide whether to recognise product requirements from the EU, reflecting ongoing considerations around post-Brexit alignment.

The bill had its second reading in the House of Commons on 1 April 2025, examined in committee over three sittings between 13 and 15 May 2025 and the report stage is scheduled for 4 June 2025. Ahead of this, a new library briefing summarising the committee stage will be published and made available via the official parliamentary resources.

The bill has the potential to influence standards, compliance and international recognition of UK product regulations.
